You can get all of the Flex documentation from http://www.adobe.com/devnet/flex/?view=documentation
There is a link on that page for the entire collection in one big ZIP file.
I only see english for now on the download site.

Pdf-docs in six languages can be donwloaded by simple links:
For russian: http://help.adobe.com/ru_RU/Flex/4.0/Flex_4_docs.zip. And then simply replacing ru_RU to fr_FR or de_DE and etc.

Hello, in the french zip, “Using_Flex_4″ file has not been translated…
